RRRC - YOUR DRAFT OF 7/16/79 When you gave me this draft, you asked me in effect where we should proceed on this matter.

I have several coments:

1.

What you have seems to me to be on the right track.

2.

Your judgment on what should be in the writeup will mean much -

probably will be controlling.

3.

You probably need to interview Steve Varga along with Evans and Cox. This may happen next week.

4.

We certainly don't need to deal with trivia in the summary.

5.

The issues before RRRC which are worth noting have to be written up sufficiently so that the issue and the RRRC decision clearly emerge.

6.

What role does the EDO play in RRRC decisions?

7.

What role does the Commission play?

8.

Seems to me that an important point is the criteria (or lack thereof) which apply to RRRC decisions.

9.

Seems to me that the significance (or insignificance) of the RRRC role has to come through clearly. Although it is an important part of the management system of checks and balances for the review and approval of significant new requirements, it is only one part - say what others are. But does RRRC in effect control backfitting and ratcheting decisions? What impact has the SRP had on RRRC. Can all major backfitting and ratcheting decisions (yes or no) be traced to RRRC? If so, it is a powerful committee.

10.

In picking out the illustrative issues dealt with by RRRC, I agree that we should try to look for those which have some relevance to what we're finding out about TMI.

11. You may want to chat with some of the members or former members of RRRC. Suggest you leave Case and Hendrie to formal interviews.
12. May want to start preparing Questions for formal interview (by some group) of Case.
