ORDER CONFIRMING SUSPENSION OF CONSTRUCTION Issue Date:

Identification over the past few months of serious problems at the Marble Hill facility relating to the adequacy of concrete placement and the licensee's quality assurance program.
The licensee issued a i
stop work order on August 7, 1979, for all safety-related construction and this Order is to confirm the licensee's action.

Under the terms of the Order, the licensee shall not resume safety-related construction activity on the Marble Hill Units 1 & 2 nuclear power station until the licensee submits in writing under oath to the Director, Office of Inspection and Enforcement, l
a description of its revised quality assurance program l
and the steps taken to assure that safety-related I
construction will be conducted in acesrdance with i
Appendix B of 10 CFR Part 50 of tb; Commission's regulations; and the IE Director nas confirmed in l
writing that reasonable assurance exists that safety-related construction activities will be conducted in accordance with such requirements.
Such confirmation may extend in whole or in part to the suspended construction activities.
