Our industry, as a major supplier to utility companies, is constantly aware of utility companies efforts to control costs and keep electrical energy as economical as possible. We are now watching them struggle with staggering costs that will be created by your freeze on the issu-ance of construction permits and operating license for nuclear power plants. Economically, you are penalizing every energy user in this country by your actions. It is the consumer who will eventually have to pay the bill.

Additionally, your freeze makes no sense o us from a safety angle as I view it.

I have attended numerous seminars on the subject and view nuclear power plants' multi-year safety record as the envy of all in-dustry.

Please, I urge you to reconsider.
