Dear Mr. Denton:

I am greatly concerned about the Nuclear Regulatory Commissions's recent decision to " pause" in execution of its licensing responsibilities. With the growing threat of oil producing nations using their resources as a weapon and the international political unrest, I feel we as a nation must maximize the development and use of domestic energy resources. This clearly must include nuclear power.

As you are well aware, the Kemeny Commission did not recommend a blanket moratorium on the issuance of operating licenses and construction permits.

Nothing would be achieved by such a moratorium -- rather licensing on a case-by-case basis, as recommended by Chairman Kemeny, would permit the incorporation of changes resulting from the TMI investigations without the complete disruption of the development of this invaluable resource.

Such a policy would allow the NRC to carry out its review without incurring tremendous unnecessary financial burden on ele:trical consumers and producers.

The Congress' recognition of the need for expediting energy projects, the President's energy policy concerning imported oil and volatile world situation are all strong messages that we must maximize development and use of our available resources. Consequently, I strongly urge the Commission to reconsider its decision to " pause" in its licensing activities.
