R. Weller, NRC TMI Support Staff On January 11, 1980, a meeting was held in Olympia, Washington with Governor Dixie Lee Ray and members of her staff to discuss future shipments of TMI-2 solid waste to Richland, Washington for burial.

The meeting was held at the request of General Public Utilities officials for the purpose of obtaining Governor Ray's approval for future shipments of spent dewatered resin to the low level waste disposal site in Richland, Washington for burial. The NRC role at the meeting was to act as " observer" and respond to questions directed to the NRC.

The meeting lasted approximately one hour and began with a presentation by B. Rusche (Consultant to GPU) on projected TMI-2 solid waste generation rates, the existing site solid waste storage facilities, and the results of the EPICOR I resin liner dewatering study tests. Governor Ray and the members of her staff appeared receptive to GPU's proposal for future shipments of TMI-2 spent dewatered resin and seemed satisfied that a 6'x6' liner would only contain approximately 1.5 gallons of free water (0.15% by volume) upon arrival at the burial site.

The acceptance criteria for free water in a liner upon arrival at the burial site is no more than 1% by volume.

Governor Ray asked if the NRC was satisfied with the licensee's dewatering program and I indicated that we had reviewed their program in detail and were satisfied with the results when viewed in the context of meeting current burial site acceptance criteria for free water in dewatered media.

I also indicated that I didn't think the licensee could better the dewatering program results without resorting to smaller liners or redesigned liners.

It should be noted that the current burial site criteria of 1% free water (by volume) is an interim measure 8002070 Of J.
