20555 Dear Mr. Miller; The Lebanon County Commissioners would like to go on record opposing the return of operations at the Three Mile Island Nuclear Generating Station unless or until more comprehen-sive, stringent and fail-safe methods of operating the Plant are developed than now exist.
Although we would not like to see the Nuclear Power Plant closed down forever, we firmly believe there are additional regulations that should be passed to insure the safety of the public.
Listed below are some of the proposals we support:
(1)
Federal legislation to improve emergency procedures at nuclear plants by requiring inspeccors, improved communication systems, and better monitoring equipment at all nuclear facilities.
(2) Federal legislation to split up the functions of the p ent NRC into separate agencies to license and regu ate nuclear facilities.
(3) Increased federal funding for research and development in the area of disposal of hazardous wastes.

Legislation to require that an effective emergency evacuation plan to be a requirement for licensing every nuclear plant, and to clarify the roles of federal, state, and local officials in an emergency.
(5)
Legislation to require upgrading the educa-tional and training requirements for all nuclear plant operating personnel.
(6) Federal legislation granting states more powers to review and approve proposed nuclear plant sites.
