During the first days after c:y arrivM on the scene, a ccntact was made whh the of ficta, Di Congressmen Goodling and Ertel. Since ( felt that it was vital to mainte!n e low level presence 9. e.e area. I concluded that a n:eettary of this nature would.be counterp.resat.tive to my mission. Rather than a (Jeneral sticeting, I ".et with federai sgancy heads and adv1',ed t.nem to inform their staffs of my presence and mission.

Staf f coor.iir,ation reetings were held each evening with officials ha federal and private relief agencies who were either actively assisting in the technicd c;:eration undetwy at the site or were engaged in assisting the state in the developcent, refinement or possible implementa.th of its evacuation plans.

Reports on significant events were phoned daily to the National Operations Center for inclusica in the A.dministrator's daily report to Che Assistant

occurred. Urgent reports were made directly to the White House, I also j
