I am enclosing a memorandum dated August 27, 1979 fj [, in this area, from R. S. Harbin to Don Reppert on the subject. To complete your information T n enclosing a copy of a letter and enclosures dated August 30, y j,1 O 1979 from Rob, . Arnold of Met-Ed to Chairman John G. Kemeny of the t b, 6 President's Commission on the Accident at Three Mile Island. This letter 'f outlines the extent to which relevant industry experience reports were available to Met-Ed and GPUSC prior to the March 28, 1979 accident. Mr. Snell also requested a copy of a memorandum written by David F. Limroth of Met-Ed regarding the size of the TMI Unit 2 pressurizer. Reppert subject memo: Page two of the above referenced memo lists several metho's used by the Met-Ed staff d to gain an awareness of incidents and events at ether nuclear plants that may be applicable to TMI. The purpose of this memo is to outline the past flowpath (in Unit #1) by which this awareness was established. Group A ~ ~ NRC Bulletins, Circulars and Notices - Reviews are performed by the Unit Superintendent Unit Superintendent-Technical Support and by congizant engineers. The Unit Superin-tendent-Technical Support determines whether Licensing or TMI will respond (if neces-sary) and what action will be taken. LERs - Old Method List of industry LERs (approximately 100-150) contained in every third or fourth bi-weekly Atomic Energy Clearing House (see Group B below) routed to all Lead Engineers who review for applicability to Tril. Group B . Current Events - Power Reactors / Operating Experiences - These are % bi-monthly NRC publications (see attached). They are mailed directly to the Unit #1 Superintendent and reviewed by the Superintendent's assistant for possible applicability to TMI and routed to appropriate. Engineers / Department Heads. The routed originals of most issues since March 1,1979 are on file in the Unit #1 Superintendent's office. Federal Register - A subscription is maintained by the TMI Staff and registers are reviewed by myself for the station. This review involves a 5 - 20 minute review of the Table of Contents for categories such as Economic Regulatory Admin, Energy Dept, EPA, Federal Emergency Management Agency, FERC, NRC, OSHA and the TMI Accident Presidential Commission. Any notices of potential interest to the staff are then ? routed to the appropriate Engineer or Dept. Head. Mon-routed issues are discarded as are those that have been routed. Atomic Energy Clearing House - This bi-weekly document usually has four major sections [every third or fourth issue additionally has an LER section). They are: 1. Six to eight articles presenting recent speech, paper, etc., excerpts of industry,' academic and political leaders. 2. Descriptions of (all?) NRC inspection infractions describing the illeged infraction and the licensee response to it. 3. Brief descriptions of all NRC authorized amend.ments to commercial pouer reactor licensees. This periodical is mailed dire:tly to me and I revieu the coyer sheet for articles . of interest in Section #1 and.in greater detail Sections 2, 3 and 4;for applicability to the station. This review takes approximately 30 minutes.to I hour. I then' route the periodical to appropriate Department Heads and Engineers for more detailed review and action where appropriate (see. attached). The last person, to whom the periodical __ is always routed, is N. D. Brown, Training Dept. who reviews.it for possible incorpor-~' ~ ation into established training programs. Group C Personal contact with other plants - no comment. = Personal. contact with'NRC inspectors - no comment. Professional Organization .no comment. y Participation in meetiings such' as B&W Users /B&W Owners ~Only comment!'is that 'past ~ representation of liet-Ed has been somewhat sparce. B&W Weekly Newsletter - Received by Unit Superintendent and reviewed by his assistant. Items of potential interest to the Unit #1 Staff are highlighted and the newsletter is routed to appropriate Department Heads. The originals are not maintained after . rou ti ng. A new computerized system (implemented the week of [4 arch 1,1979) will list failures at other B&W plants, by component. B&W Internal Problem Report System - no comment. I will not comment on our proficiency at ensuring a thon auh and complete investigation of any of these documents except to say that I am sure that improvements could be made (some have since the accident) in most areas.
