SUBJECT:

CONSULTANTS FOR AREA 0F COMMERCIAL OPERATION As you will recall, Larry Vandenberg and I have been investigating the area of commercial operation. That is: whether TMI-2 was rushed into commercial operation so as to obtain certain rate base and tax advantages.

We are now completing our field investigation into this issue and intend to have a draft report ready by the end of October.

As we attempt to look toward this report, however, we are finding that this is an extremely complex area where we could certainly benefit from more specialized experience.

Therefore, I have spoken with George Frampton about the possible hiring of consultants in this area. Unlike other identified topics, no such consultants have been hired in the commercial operation area.

I have already identified one possible consultant.

His name is Alan Schultz, a consulting engineer in New York, who has worked on similar issues at two other nuclear units, Vermont Yankee and Davis-Besse.

I believe we might also need some assistance in the tax / rate regulation area, but to a lesser degree. We have not identified a consultant in this area, but I have had discussions with a staff member of the California PUC who specializes in this area.

Perhaps you would know of another possible candidate.

My intention at this time is not to select consultants, but simply to obtain your approval to begin the process of identifying candidates. When we are l

ready to make such selections we would, of course, come to you for the mechanics of choosing and hiring them.
