H. Brent Clayton NRC NRR-DPM-Quality Assurance Branch 492-7741 Brent was offering some ideas on establishing a startup test benchma-k for comparison with the TMI-2 startup test program.
The Standard Review Plan, Section 14.2, in Acceptance Criteria #10 mandates that a licensee must schedule a minimum of nine months for preocerational testing (before fuel loading) and a minimum of three months for startuo testirig (after fuel loading).
TMI-2's test program was not completed by December 31, 1978; the last tests were completed on January 2, 1979.

Brent felt Crystal River 3 was a good recent example of a B&W startup test program.
Fuel load 12/4/76 Initial Criticality 1/14/77 Comercial Operation 3/13/77 Finish startup tests 4/26/77 Chris Nelson, NRR, Division of Operating Reactors, x-27435, is the Licensing Project Manager for Pystal River 3.
I asked Brent if he knew of any plants that had either: a) declared commercial operation before completing startup tests or b) declared commercial operation after completing startup tests.
D.C. Cook 2 declared comercial operation 7/1/78 and to date has not completed test program.
Brent believes there are examples (bcaiga Tttt=t) of units declaring connercial operation before test completion.
C+= L To prepare a' schedule showing the time each test was performed, probably wculd have to review Monthly Operating Reports.
The Startup Test Reports do not generally show dates for test completien.
