SUBJECT:

INSTRU:'E::TATION TO ASSESS i;UCLEAR FOUER PLAUT CONDITIONS DURING A!!D FOLLU. IH3 AM ACCIDEi:i I have Laen given the assignant of lieing in charge of an effort to produce a prcposed rc'tision to Cegulatory Guid: 1.97, "Instrnentation for Licht-

!!ater-Cooled Huclear Power i'lants to /<ssess Plant Cenditions During and Following an I.ccidcat". This assign.ent is & tailed in the m::riorandum fron 11. R. i'enton to R. D. I inci;uo, on this subject, ar.d is dated July 12, 1979. A copy of the cr.: is enclosed.

Each of you (addressces) has been assigned to uark on this task.

As I envision this jcb, there are several goals:

1.

Prepare a proposed revision, with supp3rting bases, to the Reguletory Positions of R.G.1.97 for ravicw by the Ragulatory Rcquirements Revicu 3

Comitico (R C). This effort is to be cozplettd in appec.);itately tuo conchs. The essential portionc of the subaittel to the R*C uill be a propoacd listing of instruments for use in Essessing conditions during and folio.4ing an' accident for H!R's and !JUR's. This list should ir.clude those instrr.ents recc:wnded by the Lessons Learned Tas!; Force as documented in i;UREG-0579 "T!;1-2 Lessons Learned Tcsk Force Status Report and Short Tem Recomendations", dated July 1979. The list ua rcco:aaend to RdC uill be limitcJ to current state-of-the-art equipment.

!!c arc cttc7? ting to obtain actistance in completing our task from A!!S.

The Ai'S, with assistu.ca irca the AIF is puttirg together an ANS Standards uriting cornittee who:e ai.e will be to produce a national concensus st:ndard an this topic. The ider. is for the MRC and the Nis to uork top ther over the nc::t tric conths to produce the basic lint of instrt:uent:, uith cuopartirg b:cos. A longer Tom effert util be needed to cc.elete the national cor.stn ns process to obtain an AUS standard.

!bpefully, re t;ill bc chie to cndarse that standard in a future revision of R.C.1.97.

He will identify any long tem instretent development efforts considered necessary. Long tem instrument development natters which we identify util be deferred for further study pending results from longer term investigations and decisions flowing from Ti1I.

I;r. Hintze will be the SD Tcsk Leader whose assignment will be to produce the finished revision to Re<!ulatory Guida 1.97 that incorporates the list we have produccd.

I expect that this effort should only require a minimum of one month or so of additional tica to edit, get fomal concurrences and pPint the guide for public corcent.

fir. Cuchanan will hace overall responsi' ility for radiation monitoring. fir.

o

[4crrison and I have spoken with !:r. Galler and we understand that Mr. Walter Cool (OMSB) will be made available to aid 11r. Duchanan in the area of in-plant radiation monitoring.

1:r. Benaroya will be responsible for plant nuclear and process systems instrut.icnts.

1:r. Soffer will ha responsible for accident definitions, defining source tena;, plant coaditicas during accidents and helping evaluate instrument perfurance requirements.

We will use as our principal inputs:

(a) Previously proposed revisions of Reg. Guide 1.97.

(See memo to R. F.

Fraley from R. B.1;inogue dated April 10, 1974 with Draft 1 of R.G.1.97p dated April 12,1974.)

(b) The current version of Reg. Guide 1.97 (Rev.1, dated Aug.1977).

(c) IEEE Std. 497, "IEEE Trial-Use Standcrd Criteria for Post Accident 1;onitoring Instrumentation for liuclear Power Generating Stations",

dated 1977.

Af'SI Proposed Standard !!320/D6, "Perfomance Specifications for Reactor Emargency Radiological Monitoring Instrumentation", dated I; arch 30, 1978, (e) Draft Report of Ccepiction of Generic Activity A-34, "Instrum.entation for I:onitoring Radiction and Process Variables During Accidents", ~

distributed by R. C. DeYcung in a ficto to R. J. I:attson, et al, dated 1: arch 23,1979.

(f) Our own individual idcas.

I have givcn each of you a copy of itEcs (a) through (c) above.

To: Addresse;s (4) M 171979 lir. Genaroya has prepared a draft list of instruments for the plant and process systems which sie will review on Thursday July 19, in my office.

I'r. Buchanan is preparing a list of radiation monitors which we will review next week.

Ih'. Soffer should be prepared next ucek to propose how to get source term and other plant conditions defined.

Uith regard to the assistance from AUS and AIF,1:e will m20t with an ANS standards writing-; mking group with the aim of producing a mutually acceptable list of instre:. cuts with supporting bases. AIF is assisting ANS in obtaining m cbers for the uo.

ng group. The plan is to m?ct with key members of the Ails group as soon

- it is formed to plan our tutual activitics. A working (drafting) eeoting will than Le held, ct which tima a mutually agreeable draf t idll be produced.

I expect the initial meeting to occur next uaek.

The uarking meeting vill take place soon after. The picce for the varking-toscing will be cway fron l'RC and any of the other participcnts' offices, int et a place Ecra r.thinistrativa as:istance vill be avcilable.
