in a letter dated July 25, 1979, to fiitcnell Rogovin, Director of the i,RC/T".I Special Inquiry Group, Max Carbon of the ACR5 notes "... the respacce of the ??lC (and the AEC before it), in ccr.nection, ith 'instetren-tatice to folloii the course of an accident' has not been adacuate.
Al though this itan has been addressed by the issu:nce of a Regulatory Guide, that Guide h;s not, to the Co'nittee's kno'. ledge, yet been irr, plemented on any opera ^ing nuclear po.!er plant."
I assume that Dr. Carbon is referring to Regula tory Guide 1.97, "Instrumentetion for Light-da ter-Cooled i.'uclear Po.ier Fiant Conditions During and Following an Accident.'
It is my understanding that this issue is the subject of unresolved generic activity Tas. A-34, "Instracer.ts for bnitoring Rcdiation ar.d Process.a riaoles During Accidents.", Originail;. assignea an A priority ano a projecteu comp:eacn ca be or i,0vemoer 1m,,, t, is a u, was no rate 4

monitor accident-level radiation releases), it uculd seem that this tan is cirectly relcted to risk and that it should be reconsidered as ar, un-resolved safety issue.
I v wid therefore appreciate a prca?t reply to the following cuestions:
1.2. H:s R.e;;iatory Guide 1.97 caen ir:pirented at an c;erating rocicar p.:ar plant?
If so, ct lich plants?
- b. Is the Guide being implcmentec at all plants no., under construction?
2.a. Ho.i has Task A-34 been revised in the light of iMI?
- b. Does the staff no,, regard Task A-3? as an unresolvec safety issue?
If not,.ay not?
