Governor Thornburgh has 56cntified severa) areas in wh3ch the Commonwenith of Pennsylvania will seek fc6eral assistance:
nonitoring and.' mitigation of health, environmental and economic impacts; and ongoing

Certain federal ~ agencies continue to have direct responsibilitics which will be performed concurrently l
with Mr.
Ma3oney's duties.
The Nucicar Regulatory Commission will continue to have full on-site respon-sibility at Three Milo Island'.
The Environmental.
Protection Agency has been assigned, and will continue to have, the lead for all direct.fe6eral activities portaining to environniental monitoring.
My memorandum of April 13, 1979, on this subject is attached for your information and remains in effect.
Mr. MaJoney will work
'ith the NRC and the EPA as necessary.
Specifically, Mr. Maloney's responsibilitics include.
assuring effective communication within'the Federal government and with the Governor and state officials, identi.fication of prob 1 cms requiring federal assistance, delivery of needed and appropriate federal assistance, and monitoring the effectiveness and quality of federal responses.
1 Existing federal programs and procedures which are unrelated to the Three Mile _Islan,d incident remain unaffected by Mr. Maloney's assignment'.
All Three Mile Island related state and Jocal contacts with the Federal government Vill flow through a state coordinator designated by the Governor to Mr. Maloney.

Maloney.
This includes all fcderal actions involving technical assistance and grants and loans.
This procedure is necessary to assure effective federal-s' tate coor6ination, cfficient.and timely delivery of

federal services, and avoidance of duplication or oversights.
I will appreciate the continuing support and coopera-
-h tion of your staf fs, both here and in the field, as we work with Pennsylvania officials on the lonscr term consequences of the accident at Three Mile Island.
