FROM: 0.
1 TMI Special Inquiry Group
SUBJECT:
MEETINGWITHMEDEAL,DEPARTMENTOFENERGY(D0E)
ON DOE INVOLVEMENT IN TMI ACCIDENT RESPONSE At 2:00 p.m., June 15, 1979, a meeting was held with Mr. Joe Deal, DOE, at his office in Gennantown, Maryland.
Louis Battist, Robert Schamberger and Oliver Lynch, of the TMI Special Inquiry Group (TMI SIG) were present.
Mr. Deal was the Senior DOE Representative at Harrisburg, Pennsylvania, subsequent to the accident at TMI on March 28, 1979, and briefed the TMI SIG personnel on the DOE activities in support of the accident response. This response is briefly described in the report DEPARTMENT OF ENERGY RADIOLOGICAL RESPONSE TO THE THREE MILE ISLAND ACCIDENT, 14 April 1979.
y The chronology of DOE and DOE contractor participation was reviewed.
An official chronology is being developed by DOE at this time.
Lesser chronologies [ DOE Emer ency Operations Center and Radiological Assist-ance Team (Brookhaven) are also being prepart, and copies will be
)
provided to the TMI SIG when available.
A number of questions were provided to Mr. Deal, to expand on the DOE report, with a request for copies of data generated by the DOE response.
This information will be provided within the next week. (See Attachment 1, Lynch's Want List)
Mr. Deal indicated that DOE was present to support NRC and the State of Pennsylvania only, and had direct lines to these entities during the emergency from the DOE Operations Center at Harrisburg. Data were called directly to NRC I&E personnel as they were developed. Also, each day at 5:00 p.m., a briefing was held for all interested agencies, including NRC.
Large scale aerial photographs of the site and environs were provided, including photos of sample location maps and infrared imagery of the site.
The ARAC system was discussed. This information was provided to NRC in real time by Rapifax.
DOE used the APAC predictions to deploy plume tracking missions and experienced good correlation with the predictions. ARAC meteorology input data was fed directly to the LLL computer for the predictive effort.
EG&G performed documentary scientific photography of the entire DOE response. Copies of these photomphs are available from Mr. Deal
