Dear Mr. Dopchic:

This letter achnouledges receipt of your Intters dated April 27 and I

/'

J June 25, 1971, conce rning a loss-of-toolant accident for a

< Q,!f c z'

Westinghouse PWlt type reactor.

d As you may know, the adequacy of emergency core cooling systems has been under strj ngent review by our staf f for some months now.

This cont inuing ef fort has deranded the concent rated at tention of nach of our staf f and has precluded an early reply to your inquiries.

As I understand it, the accident ubich conce rns you is a loss-of-

> coo' _.t accident originating in the vapor portion of the pressurizer for PUR type reactor while.the containment is open.

Al though we are familiar with this type of reactor plant, we are hesitant to cor=ent in any detail on this accident because of the possibility of some unique and different features of the containment in comparison o

to containmcnts utilized in this country.

An evaluation based on U.S. containments could possibly be nisleading to both you and the owners of these plants.

Additional information, such as size and volume of the containnents, purging rates, high pressure ser point and high radioactivit.y set point, would be required to provide a me ningful evaluation.

The concepts of redundancy and diversity form the basis of our protection f or this t.ype of sequential events accident.

In this case containment pressure provides a diverse signal to the coincident pressurizer pressure-level signal for safety injection.

The high activity signal ia the containment provides a diverse signaltin relation to the containnent. pressure' signal. This degree of redundancy and diversity has been judged to be sufficient so that a supplementary signal to the high containment activity signal is not required.

o If you should wish a v. ore detailed evaluation of the postulated accident, please forward the indicated inforr.ation with respect

.f to your specific containr.cnt design. Thic would permit a rore cor.plete evaluation of your cycten.

I-Ue are alwayn gind to be of acnistanco to you and your programs.
