VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS RE: CREDITING PREVIOUSLY COMPLETED FIRST PLANT ONLY STARTUP TESTS (LAR-19-011) (EPID L-2019-LLA-0138)
Dear Mr. Whitley:
In response to your application dated June 28, 2019, the U.S. Nuclear Regulatory Commission has issued the enclosed Amendment Nos. 169 and 167 to Combined License (COL) Nos.
NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendment consists of changes to the Updated Final Safety Analysis Report (UFSAR) in the form of departures from the incorporated plant-specific Design Control Document (DCD) Tier 2* and Tier 2 information, and related changes to the VEGP Unit 3 and 4 COLs.
The amendment authorizes changes to the VEGP Units 3 and 4 UFSAR in the form of departures from the incorporated plant-specific DCD Tier 2 and Tier 2* information and involves changes to License Conditions 2.D.(4)(b) and 2.D.(5)(b) of the COL. The license amendment request seeks changes to credit previously completed first plant only startup testing performed in China on the new AP1000 power reactor at Sanmen Nuclear Power Station Unit 1 as applicable to VEGP Units 3 and 4. Specifically, the proposed changes would revise the COLs to delete conditions requiring the following tests: Natural circulation (steam generator) test, rod cluster control assembly out of bank measurements, load follow demonstration, and the passive residual heat removal heat exchanger test.
B. Whitley A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendment is enclosed. The notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
