PROVISIONAL OPERATING LICENSE NO. DPR-45 LIQUEFACTION POTENTIAL AND SEISMIC ANALYSIS OF SYSTEMS AND STRUCTURES AT LACBWR (SEP TOPICS II-4 AND III-6)
Gentlemen:
At the conclusion of the meeting on November 2, 1979, in Bethesda, Maryland between representatives of Dairyland Power Cooperative (DPC), our consultants and members of the NRC staff, it was directed that Dairyland Power Cooperative propose on or before Novenber 30, 1979, measures to mitigate the NRC postulated potential for lique-faction in the event that the LACBWR plant site experiences soil liquefaction in the top forty (40) feet due to a Safe Shutdown Earthquake (SSE) resulting in a ground surface acceleration of 0.12g.
Our consultant, Dames and Moore, has reviewed on an expedited basis various physical modifications, additions or mechanical systems available to densify and/or improve the foundation conditions to mitigate liquefaction potential.
Enclosed with this letter is the:

Ziemann, Chief LAC-6664 Operating Reactors Branch #2 November 29, 1979 It is our intention to proceed with the installation of the recommended method contingent upon the issuance of a favorable decision of the Atomic Safety and Licensing Board regarding the proposed modification of the LACBWR fuel element storage well, receipt of NRC approval of the proposed method of densification and agreement of a satisfactory schedule for installation.
We will provide more detailed design information and discussions of the proposed mitigative measure following your review and approval of the dewatering option.
