OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON NOVEMBER 14, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on November 14, 2019. The purpose of the meeting was to discuss draft LAR-19-010, Auxiliary Building Room Heat-up.

The meeting notice can be found in Agencywide Documents Access and Management System (ADAMS) Accession No. ML19270F814. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The draft LAR-19-010 can be found at ADAMS Accession No. ML19305C099.

V. Hall Summary of Meeting:

Pre-submittal Meeting on LAR 19-010: Auxiliary Building Room Heat-up Staff from the NRC discussed a draft amendment request (LAR-19-010) with SNC. The LAR requests changes to licensing basis documents to address potential effects within AP1000 Auxiliary Building spaces following loss of heating, ventilation and air conditioning or loss of alternating current power events. SNC explained each of the changes described in Enclosures 1, 2, and 3 of the draft LAR. The NRC staff asked clarifying questions regarding the intent of the changes. During the discussion, the following areas were identified for SNC to consider:

  • Adding reference to Title 10 of the Code of Federal Regulations (10 CFR) 50.49, Environmental qualification of electric equipment important to safety for nuclear power plants as appropriate, into LAR.
  • Clarifying Table 3D.5-4, Abnormal Operating Environments Outside Containment, Sheet 3 for any temperature changes in Zone 10.
  • Clarifying the rooms to which Table 3D.5-4, Note 3, applies.
  • Adding a summary of analyses and assumptions related to equipment qualification (EQ) for batteries or other relevant equipment.
  • Evaluating if any changes to the technical specifications are needed as a result of the changes in the LAR.
  • Clarifying if the scope of changes described in the LAR does or does not apply to the main control room. Also consider clarifying if the proposed changes are bounded by the current EQ analyses and documenting in the LAR if temperature and humidity in the main control room, and other relevant locations, are or are not affected.
  • Removing various administrative changes not necessary to be submitted via 10 CFR 50.90 from the LAR.

The NRC staff also discussed the NRC staffs acceptance criteria that will be used to review the LAR.

At the conclusion of the presentation, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
