l This is in reply to your letter of August 4,1979 regarding the i
licensing of nuclear power plants by the Nuclear Regulatory Commission.

The Nucle'ar Regulatory Commission has requested that no operating license, construction permit or limited work authorization be issued without prior approval of the Commission.
The Commission has also requested that the staff forward to all construction-l pemit and operating-license applicants for planning and guidance purposes the list of items related to the Three Mile Island accident from the Lessons Learned Task Force and in various NRC Bulletins and Orders, advising the applicants that the list is not complete and will be updated as new informa-l tion becomes available. The Cornission has stated that the staff should.
continue to review on an on-going basis those areas not related to the Three.

As a practical matter, some time will be required before licensing activities and proceedings can be completed on pending cases and before any licensing decision can be made.
