Thank you for your recent letter concerning the accident at Three Mile Island and for your information about probable solutions to two accident-related conditions.
I regret that the answer to your letter has been delayed. The accident and its consequences have created a substani.ial increase in the agency's workload, which has prevented us from responding to you as promptly as we would have liked to.
The innovative devices that you describe should be proposed to nuclear industry vendors, architect / engineering firms, and to the utilitier These organizations, rather than the Nuclear Regulatory Comission (NRC), are responsible for providing equipment to nuclear power plants. The NRC, as a regulatory agency, reviews nuclear power plant equipment selected by the utility to ensure that the plants are constructed and operated safely.
