Operating Licence No. DPR-50 Docket No. 50-289 Power Imbalance Detector Correlation (PIDC) Test This letter, being submitted for your information, documents the March 16, 1979 discussion between NRC's Mr. J. E. Rosenthal and Mr. D. C. D1Ianni and Met-Ed 's Mr. W. S. Wilkerson, Mr. H. C. Crawford and Mr. R. J. Stevens, concerning the Incore vs Excore Detector Imbalance Correlation Verification to be conducted during the TMI-l Cycle 5 startup and physics testing.

Section 9.3.2 of the TMI-l Cycle 5 Reload Report, submitted on December 28,1978 (GQL 2068) in support of Technical Specification Change Request No. 86, indicates that the excore detector offset vs incore detector offset slope criterion may be reduced from 1.25 to 1.15 if the imbalance correlation verification in repeated at 75% FP.

By letter dated March 15, 1979 (REM-I-383), Babcock & Wilcox recommended revisions to the " Power Escalation Test for TMI-l Cycle 5",

based on analysis of recent PIDC test data.

Specifically, B&W recommended performing the PIDC test at 40% FP only, dcl? ting the test at 75% FP, and establishing a minimum excore va incore offset slope of 1.15 at h0% FP.

Therefore, Met-Ed intends to perform the PIDC test at 40% FP only.

However, if the difference between incore and excore measurements exceeds the differences observed during past cycles, Met-Ed will t-ke appropriate corrective measures.
