regarding an inspection conducted by Mr. W. L. Axelson of your office on October 2-6 and 13, 1978 of activities at Quad-Cities Station.

Reference (a) indicated that certain of our activities appeared to be in noncompliance with NRC requirements.

The item of noncompliance is addressed in the attachment to this letter.

g, C:mmonw cith Edison NRC Dockst Nos. 50-254/265 ATTACHMENT Technical Specification Section 6.2. A.4 requires that detailed station emergency and abnormal procedures be prepared, approved, and adhered to.

At the time of the inspection, the inspector not'ed the following procedures were not being adhered tot i

a.

OEP-310-2, "Opiration During Earthquake Conditions,"

states in Section D that the seismic recorder is to be checked daily for proper operation.

Contrary to the above, on the date of the inspection, the license. stated that the seismic recorder is checked quarterly.

b.

QEP-500-2, "First Aid and Decontamination Facilities,"

indicates in Section F the locations of the first aid kits and emergency respiratory equipment.

Contrary to the above, on the date of the inspection, no first aid kit was located at.the 1/2 diesel generator' room and no respiratory equipment was located at the Unit 1 reactor building change area.

QEP-500-72, " Environs Sampling Supplies," indicates types and quantities of emergency equipment stored in the GSEP lockers.

Section 18 of this procedure states that.two high volume air samples and tripods are located in these lockers.

Contrary to the above, on the date of the inspection, tripods were not located in the GSEP lockers.

Corrective Action Taken and Results Achieved Procedure changes are being made to procedures QEP 310-2 and QEP 500-2 to indicate the current desired frequency of seismic recorder checks, and the location of air packs and first aid kits.

These procedure revisions have-been approved at the Station, and are being sent to the Division Manager - Nuclear Stations for approval in accordance with Technical Specification 6.1.G.2.a.9 The missing tripods in the GSEP lockers were procured and have been placed in the lockers.

4 Commonwealth Edison NRC Dockst Non. 50-254/265 Corrective Action to Avoid Further Noncompliance In order to provide for a more thorough annual review of the QEP procedures, appropriate GSEP Station Group Directors will be used as pa,rticipants in the On-Site Review.

Date when Full Compl'iince will be Achieved Full compliance will be achieved at such time that QEP 310-2 and QEP 500-2 are implemented at the Station following approval by the Division Manager - Nuclear Stations.
