Mr Dennis L Ziemann, Chief Operating Reactors Branch No 2 US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-155 - LICENSE DPR BIG ROCK POINT PLANT - PROPOSED TECHNICAL SPECIFICATIONS CEANGE RELATED TO PLANT ORGANIZATION Transmitted herewith are three (3) criginal and thirty-seven (37) conformed copies of a proposed change tc the 'Iechnical Specifications.
The purpose of this change is to provide a more efficient plant organization.
It is requested that this change 1,e issued prior to February 15, 1979 The requested change involves an administrative issue and has no safety or environmental effect.
Therefore, a check in the amount of $1,200 is attached pursuant to a 10 CFR 170.22 - Cless II change.

l CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1,196h for the Big Rock Point Plant be changed as described in Section I below:
I.
Change A.
Replace existing Figure 6.2-2 with new Figure 6.2-2.

II.
Discussion The purpose of this change is to bring Figure 6.2-2 in line with ANSI N18.1-1971 and to provide the Generating Plant Superintendent-Nuclear with the flexibility required to efficiently operate a nuclear power plant.
III Conclusion Based on the foregoing, both the Big Rock Point Plant Review Committee and
.the Safety and Audit Review Board have reviewed these changes and find them acceptable.

The following disciplines vill be represented by qualified Operations personnel who will report to the Generating Plant Superin-Supervisor tendent-Nuclear or to an individual who reports directly SOL (c) to the Generating Plant Superintendent-Nuclear.
1.
Reactor Engineering and Physics 2.
Instrumentation and Control Shift 3.
Radiochemistry Supertisors 4.
Radiation Protection (Reports to Health Physicist)
SQL A single individual may be qualified and perform in more than one discipline.
3.
The Security Force vill be supervised as described in the Plant Security Plan.
C.
Quality Control Activities vill be in accordance with the Consumers Power Quality Assurance Program Policies.
D.
All other personnel vill report at the discretion of the Generating Plant Superintendent-Nuclear.
(a) Responsible for the Plant Fire Protection Program (b) The Operations Superintendent need not hold an SQL provided he meets the other requirements of 6.3.1 of these Specifications and the position of " Operations Supertisor" is filled. Under these conditions, the Operations Supervisor shal' be responsible for directing the activities of licensed operators.
(c) This position need not be filled if the Operations Superintendent holds an SQL.
(d). The Operations and Maintenance Superintendents' positions =ay be combined under one individual.
