Dear Mr. Denton:

Fe ference is made to Mr. C. W. Fay's letter to you, dated July 7, 1980, on behalf of the licensee, Wisconsin Electric Power Company, which, among other things, requests amendment of the Cbanission's Modification of November 30, 1979 Crder, dated April 4, 1980, to permit resumption of operation of the facility following the 90 EFFD inspection prior to written authorization f rem the Commission.

This is to state that we are unalterably opposed to such an amendment to the order on the grounds that the seriousness o f the tube degradacion problem at the facility demands that there be a complete review of the 90 EFFD inspection results by the Commission and the parties before operation is permitted to resume.
