Dear Mr. Denton:

Public Eervice Company of Indiana, Inc., (PSI) has recently reorganized its Marble Hill Project Activities into a separate Nuclear Division. The Division resources are now located at the plant site near Madison, Indiana.

PSI is evaluating construction of a new divisional headquarters and is considering the plant site proper as one possible location.

NUREG 0654/ FEMA-REP-1, Section J, Item 6 notes that each operator shall make provisions for those individuals on site for individual respiratory protection, use of protective clothing, and use of radioprotective drugs.

PSI believes that this guidance was intended to apply to only those individuals on the plant staff who would remain on-site during a radio-logical emergency or those individuals who would be sent on site to assist in emergency management. These individuals would be governed by the station emergency and radiological protection plans. Under this inter-pretation, on-site personnel who had no emergency assignments would be evacuated if the radiological incident were sufficiently severe. This category of personnel would include station clerical and non-essential operative or maintenance personnel as well as divisional personnel, craf t or construction personnel, or any cc=mercial personnel who happened to be on-site.
