a) Letter G.

G. Sherwood (GECo) to R.

QUAL 2-10-2 (SDR #14)

Scar Mr. Grier:

The attachments have brought to our attention deficiencies in crimped pins associated with the General Electric Power Generation Control Complex (PGCC) being supplied for Limerick Generating Station (LGS).

These deficiencies have been previously reported to the USNRC by General Electric under the provisions of 10CFR, Part 21 (See Attachment a).

The pin. crimp deficiencies associated with the-LGS PGCC were previously evaluated by PECO during April 1979 and, at that time were determined not to be reportable to the USNRC under either 10C FR5 0. 5 5 (e ) or 10CFR, Part 21.

That evaluation was made, however, prior to the site inspections of delivered PGCC components at LGS.

The results of the site inspection are contained in attachment 2 and indicate the need for extensive reinspection and repair of crimped pins associated with LCS Unit 2.

k'e now consider the subject deficiency to be a significant deficiency per 10CFR50.55(c) and are hereby notifying you as required.

We believe.that the General Electric report submitted under the provisions of 10CFR,.Part 21 provides the information required for 10CFR50.55(e) reporting.

Therefore we anticipate that this letter will be our only report to you on this subject.

We will, of course, assure that defective crimps discovered in the LGS PGCC are corrected in accordance with instructions 4

received-from General Electric.

The results are tabulated in Attachments A and B. Pull Test A. The Limerick I Panels had 3 pull test rejects in 834 pins tested. These tailures were In the 14 AWG wire size and the pounds at which they failed were 13.2, 16.2 and 22.8, neasured against a puli test requirement of 23 pounos. Due to tije high poil streosp.i of these three rejects and due also to the low reject percentasy.- (.35% again't a target of.65%) ther.e ;ian.1; are acceptabl<. ra further action is required. B. The lirnerich i Ternination !!cdules had zero pull test rejocti. in '347. }Ilns tested, _ or a def ect rat.e o f 0%. They are considered as ha.ing pasted the pull test requiren:ents. ,g-,

Mulford P::ge 2 January 10, 1980 The '.imerick II Panels, had 10 pull test rejects in 778 pins C. 5 cf trie 10 r ejects were reported to have railed at teste I pr Due to the high reject prrcentage (1.25% against a .65%) anJ the icw value,it which 60% of t he rejcct, tai s. occurred, it is considered that Unit 11 Panels failed the pull test requirenents. An FDI will be issued soon to perform 100^; pull testing on these panel connections. D. The Lirnerick Il Termination Modules had zero pull test rejects in 384 pin; tested, or a defect rate of 0%.
