Dear Mr. Alspaugh:

I am writing in respcnse to your letter to President Carter concerning the delay in placing Three Mile Island Nuclear Station, Unit No.1, back into service.

As you may be aware, the NRC has cedered that a public hearing be conducted to determine whether the facility should be operated and, if so, under what conditions.

The public hearing is scheduled to begin this fall. During the hearing, the technical issues appropriate to assure public health and safety will be addressed.

The NRC staff is currently involved in the en-going review of technical information concerning the restart of Unit 1.

Based upon the current status of the proceedings, the development of a record on which the Comission can make a decision regarding restart is not expected before the early part of 1981.

While the NRC is, of ccurse, concerned about financial impacts on censumers and licensees, the NRC's primary responsibility is the assurance of public health and safety.

The former Atomic Energy Cc=ission (AEC) had a Congressional mandate to develop and promote nuclear energy. When the AEC was abolished in 1974, the NRC was created by Congress for the sole purpose of regulating the corrercial production of nuclear energy. The U. S. Department of Energy (00E) is now responsible fcr the Federal Government's nuclear research and development activities.

Consequently, coments and questions about the future of this energy source shculd be directed to that agency.

The President The White House Mr. President:

As a user of electric power in our home as well as a s tockholder in several utility companies, we are very well aware of the value of nuclear power and the accompanying safety risks in the generation of e l ec t r i ci ty.

Reviewing the annual reports of these utili ty companies, we find that the cost of pcwer, between the use of nuclear vs. coal and oil, is very considerable in favor of nuclear power.

I _am wd ting concerning the General Pub Fic-Utili ties whose Three Mile accident has rendered a shutdown of the unit that was involved as well as the Unit No. 2 that is in perfect condition for operation.

This has placad an extra burden on the company assets as well as the extra use of oil tha t is becoming so hard to obtain at an ever increasing cost resulting in greater inflation.

The costs of electric in our modest home are continually increasing as you will note by an analysis of the attached schedules of useage during the past three years, together wi th a copy of our latest billing from the Dayton Power and Light Company.

Although the release of the nuclear unit at Three Mile island will not affect the cost of our electric hours or electric billing at once; however,

'it may in the future as DP&L has a unit under construction here in Ohio.

Therefore, we respectfully urge you to use your influence at your earliest convenience to get release of the useable unit at Three Mile Island and to futher encourage the construction and licensing of the use of nuclear energy throughout the Uni ted S tates of America.
