Dear Mr. Keppler:

DOCKET NOS. 50-266 AND 50-301 RESPONSE TO IE BULLETIN 80-15 POWER SUPPLY TO EMERGENCY NOTIFICATION SYSTEM POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 Your IE Bulletin No. 80-15 dated June 18, 1980 requested certain information and action concerning the power supply to the Emergency Notification System (ENS) telephones at our Point Beach Nuclear Plant.

We have completed all reviews and testing required by that bulletin and are providing the following written repc rt.

The response items below are numbered to correspond with the numbered items in the bulletin.

1.

On June 25, we verified by direct inspection with telephone company representatives that the ENS is powered appropriately.

The phones are powered by batteries rated for approximately eight hours.

The charger and batteries are supplied by the telephone company.

The power for the charger is supplied by the site.

On that basis, we believe we belong on rather than Enclosure 1.

2.

We have verified that the telephone company supplied charger is connected to the 2B42 bus, which is a safeguards bus.

3.

A test was conducted on June 25 to verify that when the charger breaker is opened the ENS remains operable.

While the breaker was open, calls were placed from three extensions as follows:

the technical support center, control room, and site boundary control center.

The extensions in the NRC resident inspector's office were not connected at that time.

G. Keppler July 8, 1980 that the phones were operational on a loss of AC to the charger.

We verify on an annual basis that we automatically restore poner to the charger with the loss of AC test for Unit 2.

Also checked during this test was the alarm which annuncirtes at the tele-phone company on a loss of AC.

Telephone company procedures require an immediate repair call when this alarm annunciates.

This provides a further check on the continuity of AC to the ENS.

This item is not applicable to Point Beach Nuclear Plant.

A directive requiring notification to the NRC Operation Center within one hour of the time that one or more extensions of the ENS are found La be inoperable has been added to the list of one-hour notifica

'rus in the Duty and Call Superintendent's Handbook tDCS 1.12).

It is estimated that eight man-hours were expended in conducting the review and preparation of the report required by this bulletin.

As discussed above, no corrective actions were necessary.
