The attachsent has brought to our attention a d e,f ici en cy in the subject Recenont trip / calibration units and tranc=itters which has previously been reported to the USNRC on March 21, 1980 by General riectric Conpany under the provisions of 10CFR, Part 21.

The subject Rosemont cquipment is being supplied by Generel Electric for use at Lincrick Generating Station.

We consider the defiencies described in the' attachment a significant deficiency per 10C FF.5 0. 5 5 ( c ) and are hereby notifying you as-ruquired.

We believe that the General Electric rcpert subnitted under the provisioss of 10CFR, Part 21 provides the infernation required for-10CFR50.55(e) reperting.

Thereferc we anticipate that this ~1etter will be - our only report to you on the subject.

UNITS AND MODEL l-152 TRANSMITTERS ThisistoadviseyouthatGEsentnoticetotheNRCofarepbrtable defect per 10CFR, Part 21 on March 21, 1980.

This defect is in the Rosemont 51000 trip / calibration units and Model 1152 pressure trans-mitters.

The defect was judged reportable on March 19, 1980.

Attached is the report of the defect as it applies to BWRs.

We are presently identifying the location of the defec.tive devices and will be forwarding instructiors for correcting tne defects in the near future.

The trip unit is used in conjunction with the pressure transmitter to provide high or low trip signals.

The pressu transmitter is used for direct pressure measurement transmission or t.

j a level sensor in conjunction with a dif ferential pressure measur ing i

device.

The trip unit has a common mode failure of an essential switch that determines the trip output logic.

The malfunction open-circuits the logic t*.ereby providing an inoperable signal.

As an example,. shen use d

as an ECCS water level trip unit, this can result in failure to trip c low wate'r level.

The transmitter has a common mode failure of a capacitor when the trar mitter operating temperature is greater than 175 F or when the campine

-potentiometer is rotated clockwise.

The failure is carifested as a dr in transmitter output current up to 10 percent of the correct current.

As an example, when used as a pressure transmitter, this can result ir transmitting reactor pressure 10 percent lower than actual.

GE will notify all potentially affected utilities and apprise them of the corrective actions to taka.
