PRELIMINARY NOTIFICATION July 18, 1980 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-80-02 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
COMMUNICATIONS PROBLEMS DURING TMI DRILL At 6:35 a.m. on July 16, 1980, THI-1 called the NRC Operations Center as part of a drill.
The licensee reported a loss of offsite power followed by a reactor trip.
The Duty Officer obtained the information regarding this exercise as he would do under actual circumstances...The Duty.0fficer had been instructed to contact'the Regional Office with the information.and conference sthe site '

and the Regional Office.
No additional NRC Headquarters' participation'was planned.
The Regional Office intended to participate in the drill in a more active manner.
Shortly after TMI-1 made the initial report, a large number of difficulties were experienced with the telephone system.
The conference between the site, Regional Office and Operations Center was interrupted by a dial tone on the line plus other extraneous noises.
In addition, most of the " Hotline" rotary lines were activated causing continuous ringing of the console.
The console indicated that about 21 "Hotlines" had been activated.
The Operations Center telephone system was partially faoperative.
This situation was due to a telephone company problem involving the cutting of one large cable between Washington and Baltimore by a non-telephone company contractor.
It was esti-mated that about 54,000 circuits were lost.
Alternate methods were initially frustrated by the telephone company problem, but after a short period of time communication between the Regional Office and the site was re6stablished and participation in the drill continued.
RI completed their planned participation at about 9:15 a.m.
Although numerous "Hotlines" were affected by the telephone company problem, all circuits were reestablished within one hour and were confirmed by test during the morning.
