REVIEW 0F LICENSE AMENDMENT APPLICATION DATED APRIL 11, 1980

. Background

The IRT license (SNM-1405) was scheduled to expire April 30, 1980.

However, we are accepting the April 11, 1980, application as a timely renewal in accordance with 10 CFR 70.33 as a convenience to the Commission.

The license expiration date was extended in March 1979, in anticipation of IRT moving to new facilities and prior to the relocation submitting a full renewal applica-tion that would be pertinent to the new facilities.

IRT states that circum-stances, both economic and logistic, have delayed the relocation plans.

IRT requests:

(1) either a short-term extension of the license expiration date for a period of 45 days to allow timely submission of a renewal application for the present facilities and operations, or (2) an 18-month extension to allow submission of an appropriate application for the new facilities.

The existing IRT schedule calls for the new facility to be ready in July 1981.

Discussion Licensing a new facility for IRT will certainly involve a re-evaluation of the licensee's radiological safety, nuclear safety and environmental proo"ms.

Since^the new facility is expected to be ready within about one yet.

it appears reasonable to extend the current license to October 31,1981, e requested by IRT, rather than having them submit two separate applications, both within about one year.

Radiological Safety, Nuclear Safety and Environmental Considerations Extension of the license expiration date will not cause any change in the licensee's radiologica? safety, nuclear safety and environmental practices.

IRT has a very good compliance record.

Mr. Robert D. Thomas, IE, Region V, stated that they are in favor of our extending the licensa.
