ASSIGNMENT OF RESPONSIBILITIES DURING PERFORMANCE OF CASEWORK ENVIRONMENTAL REVIEWS A meeting was held on June 25, 1980 between the appropriate staff members of -
the Assistant Director for Environmental Technology and the Assistant Director for Licensing to discuss the management, technical oversight and mechanics of performance of the environmental review associated with casework in general and with the Comanche Peak Operating License applicatios % particular. A list of attendees is attached.
Since the technical-expertise exists within the staff of the Assistant Director for Environmental Technology for the conduct of environmental reviews, the Licensing Project Managers (LPM) can make use of this expertise in their project reviews through a technical oversight group comprised of Environmental Technology personnel assigned to the review. This team will be headed by an Environmental Review Coordinator (ERC).
The ERC will be assiped on a case-by-case rotating basis from the personnel of the Assistant Director for Environmental Technology. This individual will act as the technical interface' between the laboratory review team that is actually performing the environmental review, the NRC staff members that are performing the technical over iew for the case and the Licensing Project Manager.
The ERC assigned to Comanche Peak is John C. Lehr, Environmental Engineering Branch, Division of Engineering. The Licensing Project Manager is Spottswood B. Burwell, Licensing Branch 2, Division
. of Licensing.
Comanche Peak is the initial case for this procedure and therefore it can reasonably be expected to be modified as warranted by experience as this and subsequent cases proceed.

Eisenhut aj The division of responsibilities between the LPM and LRC is that the ERC will coordinate all aspects of the environmental review relating to the technical sebject areas and will provide a draft Environmental Statement to the LPM in accordance with the overall licensing schedule.
All administrative and procedural aspects of the review are the responsibility of the LPM who is ultimately responsible for a timely and technically defensible review.
Specific categories of activities are discussed in the following paragraphs.
The responsibility for establishing and maintaining the overall review schedule and for the attainment of the review milestones lies with the LPM. The ERC will bring to the attention of the LPM the need for schedule adjustments that may arise from difficulty in resolving technical issues.
All official written communications with the applicant, State and local officials, and Federal agencies will be the responsibility of the LPM.
The communications necessary to control the manpower and technical support dollar levels of effort at the laboratory during the environmental review is the responsibility of the Assistant Director for Environmcatal Technology.
The day-to-day communications (notes, telecons, and oral) for the purposes of coordinating the technical issues in the environmental review will be the responsibility of the ERC.
Arrangements for meetings between the laboratory or NRC staff reviewers and various Federal and State agencies or the applicant will be made by the LPM, usually through notification of a need for the meeting from the ERC.
Final approval of the scope, content and conclusions of the EIS is the responsibility of the LPM.
Conflicts on differing professional opinions, conclusions, or conditions for licensing shall be brought to the attention of the LPM by the ERC. The LPM, the Branch Chief, and the Assistant Director for Licensing will concur in the DES and FES prior to publication.
The FES will be sponsored at the environmental-hearing by the LPM, with supplemental testimony as needed by the environmental review team.
Prepara-tion of those sections of the EIS fonnerly prepared by the Environmental Project Manager (e.g., summary and conclusion, resume, proposed record of decision) will be the responsibility of the laboratory team leader, with help from the LPM and the ERC.
The overall administrative aspects of the conduct of the environmental review are the responsibility of the LPM.
