Pursuant to the requirements delineated in the attachment to your letter of June 26, 1980, titled, "Further Commission Guidance for Power Reactor Operating Licenses", Alabama Power Company hereby requests the operating license with limited authorization for its Joseph M. Farley Nuclear Plant - Unit 2 by September 1, 1980. The limited authorization requested by this date includes fuel loading, low power testing, and power operations up to 5 percent of rated thermal power. Accordingly, Alabama Power Company, by September 1, 1980, will address those TMI-related require-ments and actions of NUREG-0694 contained in Category (1) of Commission's Statement of Policy document.
It is requested that your licensing review be planned to support an operating license for fuel loading, low power testing and power operations up to 5 percent of rated thermal power by September 1,1980 and an operating license for full power operations by December 1, 1980.
