Dear Mr. Marshall:

This will respond-to your letter of June 5,1980 concerning the position taken by the staff for the inspection and testing of safety related concrete at the Midland Plant, Units 1 & 2.

The position of interest regards the frequer.cy at which correlation strength test sampling should be performed as new safr.ty related concrete is being placed.

Your letter notes some alarm with car statement that the applicant should comply with present quality control /

assurance requirements developed by the industry and which have ';een adopted in the professional community.

You question whether the correlation testing for concrete already placed is considered faulty and whether that concrete can be relied upon. You also ask how we will assure sampling to the new position and you request to receive a copy of the applicant's reply to our position letter of May 22, 1980.

I believe that a closer review of our enclosed requests numbered 421.6 and 421.7, and the applicants reply to these requests, indicate no cause for alarm as to the integrity of the Midland concrete. Rather, our position reflects a desire for increased correlation testing for subsequent concrete pours to be made during periods of low volume placement such that a twice-weekly criterion would be controlling.

The standard in question is by t, American National Standards Institute and is designated ANSI N45.2.5.

This standard addresses quality assurance requirements for installation, inspection, and testing of structural concrete during the construction phase of nuclear power plants.

It was first prepared in 1974 and was subsequently approved and designated ANSI /ASME N45.2.5-1978 on March 8, 1978.

It is the 1978 version to which we refer by our statement that the applicant should comply with present quality control / assurance requirements.

The 1978 version provides criteria regarding correlation strength testing not available in the 1974 version. The frequency of such sampling may be based upon each 500 cubic yards of concrete placed, or twice a week, whichever provides the greater number of samples.

You will note in the applicants' attached reply to request 421.6 that in the past, during which 98% of the safety related concrete was placed, high volume rates of concrete were being poured and every 300 cubic yards were sampled as the controlling criterion.

The applicants criterion of 300 cubic yards is more conservative than the 500 cubic yards specified in the 1978 version of the standard for high volume periods.

Mr. Wendell H. Marshall JUL 9 USD The applicant's sampling criterion of once a week was intended to apply to the remaining 2% of safety related concrete yet to be poured. Our position in enclosed request 421.7 notes that the -1978 standard calls for twice-a-week sampling during low volume placement periods and that this aspect of the 1978 standard should be applied to subsequent placements at Midland. Although the applicants reply to request 421.7 has not been received at this time, the construction schedule at Midland is such that no further safety related concrete will be poured until this matter is resolved to our satisfaction.

- Our resident inspector with-the Office of Inspection and Enforcement, who is located at the Midland Plant site on a full time basis, is aware of this position.

The applicant has stated that a reply to our position will be submitted in early 1

July 1980.

STAFF POSITION FOR INSPECTION AND TESTING OF REMAINING SAFETY RELATED STRUCTURAL CONCRETE INSTALLATION He have reviewed your response to our request 421.6 provided by FSAR Revision 26 regarding certain exceptions to Regulatory Guide 1.94, entitled

" Supplementary Quality Assurance Requirements for Installation, Inspection, and Testing of Structural Concrete and Structural Steel During the Construc-tion Phase of Nuclear Power Plants". Your exceptions regard the location at which concrete test samples are taken, and the frequency at which the correlation strength test sampling.is performed. The enclosure provides our posit. ion for these matters for all remaining safety related structural concrete installations, and in particular, that associated with any future modifications or additions to Q-listed structural concrete presently in place.

You are requested to advise us within seven days of receipt of this letter as to your intentions regarding conformance to our position and to amend your FSAR responses and construction procedures within 20 days from this receipt. Contact us should you require any clarification of this position.
