OF MEETING HELD ON JUNE 18, 1989 TO DISCUSS THE STRUCTURE DESIGN OF THE SPENT FUEL P00L MODIFICATION OF THE CALVERT CLIFFS UNITS NO.1 AND 2 The meeting had been requested by BG&E to discuss the structure design of the Calvert Cliffs spent fuel pool. Representatives from BG&E, Nuclear Energy Service, Incorporated (NES), Bechtel Power Ccrporation, and the NRC staff were in attendance. A list of attendees is given in Enclosure 1.
After introductions and oper.ing remarks by the NRC (Conner), Enclosure 2 was given to the NRC staff for reference in the safety evaluation.
In this reference, an analysis of " Accident Fuel Assembly Drop" was presented; however, it only considered the drop an top of the racks without including the drop directly on the liner plate. The NRC staff (Hafiz) believes that a drop on the liner plate would be more serious than a drop on the racks.
BG&E (Ash) replied that dropping on the liner plate was analyzed and the issue was closed many years ago. The current modification only affected the racks rather than the liner plate. BG&E did not consider that a fuel drop on the liner plate was a part of this application.
NES (Husain) made a presentation of their analysis of a fuel drop on the racks (Enclosure 2).
Three cases were considered:
(1 ) Straight drop on top of rack,
(2) Subsequent topping analysis,
(3) Drop through storage cell and impact at storage cell, and base plate location.
The analysis shows that there will be no plastic deformation of the concrete under the rack support feet / liner plate and the load will be transmitted by direct compressicn of the liner plate. Furthermore, there will not be any plastic deformation of the liner plate and the leak tight integrity of the fuel pool liner plate will be maintained.

In summary, the NRC staff agrees that the fuel assembly drop on the rack does not pose any safety problem. However, clarification of the BG&E responses to NRC questions is needed to complete our review. BG&E agreed to provide docu-mentation of these clarifications.
