Subject:
EMPLOYEE DENIED ACCESS On 6/3/80 a SMUD employee was denied access to vital areas because cf a personnel related matter (Not safeguards related).
On 6/4/80 that employee contacted the RV Resident Inspector and illustrated he could throw a rock from the Turbine Deck into the Tank Farm (a vital area). While passing the Cold Lab the SMUD employee implied that there were chemicals that could oe used to make an explosive device.
(This was proven to be incorrect). Because of his behavior the Resident Inspector escorted him to the Site Security Supervisor. The licensee took prompt action to deny the employee access to the plant site. Since that time the employee has been reassigned to duties other than at Rancho Seco. At no time has the SMUD employee threatened damage to the Plant. DSI was notified on 0/t/80 and it was determined that there was no safcguards concern.
On 7/11/80 the Resident Inspector and the licensee have received inquires from a newspaper reporter for the Sacramento Union.
It is possible that a story citing a possible threat to Rancho Seco may appear in the news media.
No press release is planned by the licensee or Region V.
The IAT has been notified.
This Preliminary Notification is being issued only to alert the Commissian of the possibility of publicity since there is no safeguards concern and no further action by IE is anticipated.
Region V received notification of news media interest by telephone from the Resident Inspector at 10:45 a.m., PDT, on July 11, 1980.
