REQUEST FOR REVIEW 0F THE FINAL GENERIC ENVIRONMENTAL IMPACT STATEMENT (GEIS) ON URANIUM MILLING A copy of the draft Final GEIS is enclosed for review.
Your assistance is requested in reviewing and commenting on the Final GEIS; you are also asked to provide a statement of concurrence in those sections on which your staff has contributed. The following is a summary of this request.

Background:
The Draft GEIS was published in April of 1979.
Proposed regulation changes implementing conclusions of the Draft GEIS and require-ments of the Uranium Mill Tailings Radiation Control Act of 1978 (UMTRCA, PL 95-604) were published on August 24, 1979 (44 FR 50015).
This Final GEIS and associated revised final regulation changes have been prepared in response to public comments received on the Draft GEIS and proposed regulation changes.
The final regulation changes supported by the Final GEIS are being trans-mitted to you in the form of a draft Commission Paper by R. J. Jones, SD.
Any comments received on the draft Final GEIS and draft Commission Paper by July 16, 1980, will be incorporated as appropriate prior to submittal for Commission review and approval on July 28, 1980.
It is recognized that the draft Final GEIS is very voluminous and that the requested review completion date is comparatively very early.
- However, this scheduling is necessary to meet the schedule milestone date. for submittal to the Commission of July 28, 1980.
In order to focus your review efforts in those areas which will be most productive, you are directed to the main Table of Contents which indicates the content of the 15 chapters of the main document. Also, the Introduction (Chapter 1) contains capsule descriptions of the content of the other chapters.
Those portions of the document likely to be of greatest concern to the Commission include the Summary, Chapter 12 (" Proposed Regulatory Actions"),
and Appendix A (" Comments on the Draft Environmental Statement and NRC Staff Responses").
Public comments and staff responses in Appendix A are org'anized by topic area, as indicated in the Table of Contents for Appendix A; and you nay wish to review comments and responses 'in accordance with your primary interests.
Also, note that a summary of major issues raised in public comments together with :taff responses are presented in the Summary.
