In response to the Public Service Company of Indiana, Inc. (PSI) commitment to notify your of fice within thirty (30) days of implementing PSI organizational changes which alter the organizations as described in the Consolidated Description Quality Assurance Program, a su= mary of the latest (June 1980) PSI organization change has been attached.

This summary, including revised organization charts, provides an overview which identifies the individual organization changes and describes how these changes affect the overall Marble Hill Quality Assurance Program.

Marble Hill Project r Organizational Change Summary .

i The changes .which ~were made to the Marble Hill Project organization durang June 1980 are detailed on the attached Project Organization Charts

.(Attachments 1 thru 5). A description of these changes including how and where they affect the Quality Program is provided below: ,

a)' The Marble Hill Project (Attachment 1) now has or.-site corporate

! ' management representation. This change results from the establishing of  !

the Senior Vice President-Nuclear Division at the site who has assumed the overall responsibility for the Marble Hill Project Quality Assurance Program previously chartered to the Vice President-Electric System.

b) The establishment of a new Project Testing Organization (Attachment 2)

. managed by the Test Director has combined the testing responsibilities of the CHQ Test and Startup, Licensing and Construction organizations into one on-site testing operation. These other organizations still provide j t support to th construction and pre-operational testing activities but as >

shown overall test direction is the responsiblity of the Test Director.

l l t c) The Construction Management Organization (Attachment 3) has changed only in the area of test direction as discussed in item (b) above. In conjunction with this reassignment of responsibility the position of Systems Turnover Manager has been deleted.

d) Minor title changes (i.e., Material Management Manager to Material a Manager, etc.) have been made in the Project Control Organization (Attachment 4) without major af fect on the scope and performance of respor.:ibility functions occuring.

i e) The Quality Assurance Organization (Attachment 5) has been restructured placing more emphasis on the control of specific functional areas of responsitity (i.e. , Q. A. Records, Administration, Audits , etc.) . A Superintei int Quality Administration reporting to the Quality Assurance Manager.has been added.with responsibilities for establishing and

) maintaining a storage and retrieval system for Qualier Verification i Records, monitoring related fiscal controls and assi.4 ting the Quality I. Assurance Manager in general departmental and administrative matters. A Q.A. Training Supervisor reporting to the Superintendent Quality Systems has also been-added having prime responsibility for training of PSI  ;

personnel in Quality Assurance concepts, methods and procedures. The  ;

procurement and source surveillance activities have been combined for more

]

ef 2icient coverage and are .the specific responsibility of the Procurement

and Source Surveillance Supervisor who reports directly to the .

Superintendent Inspection.

(f) The Licensing Organization responsibilities remain essentially the same with the exception of the removal of test direction responsibility as discussed in item (b) above. -

g) The Purchasing function has been supplemented with the addition of a Purchasing Manager who reports directly to the Director Purchasing and performs the functions of the Director Purchasing at the site.
