Subject:

Report per IE Bulletin No. 80-15 "Possible Loss of Emergency Notification System (ENS) with Loss of Off Site Power" - Item 6: for ENS Telephone GPO 1525 located at Texas Instruments, Incorporated, Attleboro, Massachusetts.

The requirements specified in subject IE Bulletin No. 80-15 have been completed in the following manner.

On June 26, F, L. Sherman visited the Attleboro, MA exchange of New England Telephone Company from 1:15 P.M.

to 2:15 P.M.

During the visit, the requirements of NRC IE Bulletin No. 80-15 were discussed with Mr. Norman Phinney (foreman) and Mr. Bob Couturier.

F. L. Sherman viewed the emergency power sources which included banks of. heavy duty batteries that would power the exchange for approximately 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />, and a 115kw diesel generator set for extended emergency requirements.

The batteries go on line automatically and the diesel would be started as required.

Service personnel are called to the exchange in an emergency power requirement situation.

Mr. Phinney signed a statement that F. L. Sherman made a direct in-spection of_the batteries and dicrel generator.

An arrange-ment was made with Mr. Phinney that T. L. Sherman would be called the next time that the telephone exchange was operat-ing on emergency power.

This is part of a regular Telephone Company procedure and is expected to be some morning the first two weeks of July.

At that time, F. L. Sherman will use the NRC ENS phone (GPO 1525) and call the NRC and inform

On July 16 at 2:15 P.M.,

David Chenard of New England Telephone (NET)' called to inform F. L. Sherman, in the HFIR Project office, that the Attleboro telephone exchange would be operating on electric power supplied by the emergency power diesel generator in approximately 10 minutes and he would call and inform F.

7.. Sherman when the exhange was being supplied by power.from that source.

At 2:25 P.M., David Chenard of NET called and informed F. L. Sherman that the Attleboro telephone exchange was operating on electric power supplied by the diest' genera-tor.

R. J. Schwensfeir, Jr. confirmed the name o_ che caller and source of the call.

At that time, F. L. Sherman picked up the telephone receiver of GOP 1525 HFIR Project office and was answered by the duty officer in NRC, Washing-

ton, D.C.

F. L. Sherman explained that the call was a test made in accordance with IE Bulletin No. 80-15 and that the Attleboro telephone exchange was being powered by the diesel generator used for emergency power and identified the tele-phone number originating the call as GPO 1525.

4 Several minutes later, F.

L. Sherman picked up the tele-phone (GPO 1525) and was answered by the duty officer who identified himself as Harold Vandermolen.

Mr. Vandermolen w3 requested to spell his name for the record.

This letter is being submitted as completing the require-ment specified in NRC IE Bulletin 80-15.

It should be noted that the second extension at Texas Instruments, Incorporated, Attleboro, MA is answered daily by the security department personnel and that the telephone extension in the HFIR Project office rings for these calls.

Sherman, an employee of Texas Instruments, Incorporated, Attleboro, MA has on June 26, 1980 viewed the auxiliary generator and backup batteries used for emergency power by New England Telephone Co.

at their Attleboro Exchange.

This is the exchange supplying service to the Nuclear Regulatory Commission Emergency Notification System telephone extensions at TI.
