Dear Mr. Ackerman:
I am writing in response to your letter to President Carter dated April 1, 1980, which was. forwarded to the Nuclear Regulatory Commission (NRC).
In your correspondence, you expressed concerns regarding the financial impacts on stcckholders of the General Public Utilities Corporation.
While the NRC is, of course, concerned about financial impacts on con-sumers and licensees, the NRC's primary responsibility is the assurance of public health and safety. State public utility commissions and the Federal Energy Regulatory Commission have primary responsibility regard-the financial aspects of electrical power generation.
The former Atomic Energy Commission (AEC) had a Congressional mandate to develop and promote nuclear energy. When the AEC was abolished in 1974, the NRC was created by Congress for the sole purpose of regulating the comercial production of nuclear energy. The U. S. Department of Energy (00E) is now responsible for the Federal Government's nuclear research and development activities.
Consequently, comments and questions about the future of this energy source should be directed to that agency.

Dear Mr. President:
There has been a lot of flak lately about the " Nukes."
owever, no one has had a good word to say for the thousands u
of productive Americans who have put part of their savings as capital for our energy systems. The stockholders of tha_
General Public Utilities Corporation have taken a beating and are bearing all of the cost of _this accident. To boot, they

are required to subsidize the cost of purchased electricity for their customers.
None of these stockholders are on welfare, have green medicares, supplementary income, rent subsidies, and so on and on.
In light of the well organized opposition to the nukes, it would appear that the government has an obligation to make an "in depth" investigation of these N0 NIKE ad-vocates as well as their behind the scenes supporters and clear the air on the true safety and need of nuclear energy.
It would most certainly be to the advantage of the Kremlin to have all of our nuclear power shut down. The Kremlin, however, is sold on nuclear power and is presently mass producing it like Ford produces Pintos.
