FINDINGS REGARDING PROPOSED AMENDMENT TO IMPORT LICENSE (ISNM01699)

Import license ISNM0lW was issued September 15, 1977, following review by the Commission (SECY 77-465), and has been amended, subsequently, to authorize the import of 243.31 kilograms of uranium containing 182.72 kilograms U-235 and 345.3 grams of produced plutonium. The quantitiss of material, particularly the produced plutonium are estimates 'arased on engineering estimates and are subject to verification upon reprocessing.

Current engineering estimates are that the fuel elements involved will con;ain 545.3 grams of produced plutonium.

The proposed amendment represents no substantial change to the circumstances involved in the issuance of the basic license, aside from the change in quantity, and will not be inimical to the common defense and security, to the health and safety of the public or to tile environment.
