DOCKET NOS. 50-266 AND 50-301 RESPONSE TO IE BULLETIN NO. 80-10 POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 The subject bulletin, which discusses contamination of normally non-radioactive systems and the resulting potential for unmonitored or uncontrolled releases of radioactivity, required licensees to review their facility design and operation to identify systems that are considered as non-radioactive, but could possibly become radioactive through interfaces with radioactive systems.
The bulletin also requires that for those systems identified in this review, a routine sampling / analysis or monitoring program to promptly identify any contaminating events should be established.
We have completed a review of the systems at the Point Beach Nuclear Plant, Units 1 and 2, and have identified several systems which could potentially become contaminated.
As was done in the past for the evaluations of contamination of breathing air (Notice 79-08) and demineralized cleaning water (Notice 77-14),
the Point Beach Nuclear Plant Manager's Supervisory Staff will evaluate each of these systems to determine whether the postulated scenario represents a significant contamination potential.
If it is determined that a significant contamination potential exists with a resulting possibility for uncontrolled or unmonitored releases of radioactivity, the Staff will determine whether additional sampling / analyses or monitoring is appropriate to provide early indications of a contaminating event.
The necessary procedural changes or plant modifications will then be initiated. dTb s m eo

6 Mr. J. G. Keppler July 7, 1980 As a result of concurrent efforts oa responses to numerous other bulletine, information requests, and short-term lessons learned implementation, we do not anticipate completing this review and determination until the end of August 1980.
