WHEREAS, the Pennsylvania Public Utility Commission has completed its investigations and hearings which began shortly after the accident at Three Mile Island on March 28, 1979, and the basic conclusion was reached that Met-Ed should continue to operate as a public utility with the means of financial rehabilitation and w

WHEREAS, extraordinary cost increases have resulted from the delayed return to service of TMI Unit #1 and associated energy replacement costs, causing great ccncern about the availability and higher costs of electrical energy in the Met-Ed service area and WHEREAS, the United States has not yet developed a clear-cut naticnal policy on the use of nuclear powef to meet this country's energy needs, creating severe economic problems to the nation and particularly to residents and businesses of the Met-Ed area.

NOW, TEEREF0F2 BE II RESOLVED that the Board of Directors of the York County Ladustrial Development Corporation hereby asserts its positive suppcrt for the earliest post _ ole return to service of TMI Unit #1 as the cost feasible and forthright means of alleviating an expensive and difficult situation and provide assurance that compet-itively priced energy in adequate quantities is available for the area's long-range future.

BE IT TL*RTHER RESOL 7ED that the Governor of Pennsylvania, members of the General Assembly, Federal legislators and appropriate regulatory bodies be recuested to land their support to give assurcnces of a continued supply of nuclear energy from Three Mile Island and other sources available to the Metropolitan Edison Company.

I au writing in respense to ycur letter to Chair.can Jchn Ahearne dated June 12,1980, in which ycu enclosed a copy of the recent resolution adcoted by the York County Industrial Development Corpcration Scard cf Directers. The resolution and your co.=ents advocate the return of Three Mile Island Nuclear Statten, 'Jnit No.1, into service and urge prompt action be taken by the. Nuclear Regulatcry Co:anissicn (NRC) toward this Coal.

The NRC has ordered that a public hearing be cor. ducted to determine whether the facility shculd be operated and, if so, under what conditicns. The public hearing is scheduled to begin this fall. During the hearing, the technical issues appropriate to assure ;,ublic health and safety will be addressed. The NRC staff is currently involved in the en-going review of technical information concerning the restart of Unit I and has recently issued GUREG-06EO, "TMI-1 Restart - Evaluation of Licensee's Cogliance with the Shcrt and Long Term Items of Section II of NRC Grder dated August 9,1979". Oased upon the current status of the prcceedings, the develcpnent of a record on which the Cecraissicn can cake a decisien regarding restart is not expected before the early part of 1931.

While the NRC is, of course, concerned about financial i: pacts on censumers and licensees, the NRC's pricary responsibility is the assurance of public health and safety.
