Response to IE Bulletin No. 80-08, " Examination of Containment Liner Penetration Welds"
Dear Sir:
This letter is written in response to the subject IE Bulletin concerning containment liner penetration welds. The information requested by this bulletin is supplied below.
1.
Determine if your facility contains the flued head design for penetration connections, or other designs with containment boundary butt weld (s) between the penetration sleeve and process piping as illustrated in Figure NE 1120-1, Winter 1975 Addenda to the 1974 and later editions of the ASME B&PV Code.
. Response: Vermont Yankee does use flued head penetrations and other designs with containment boundary butt welds.
2.
If an af firmative answer is reached for Item 1, determine the following:
Applicability of the ASME code including year and addenda and/or a.
Regulatory Geide 1.19, b.
Type of nondestructive examinations performed during construction, c.
Type of weld joint (including pipe material and size) and whether or not backing bars were used.

Results of construction nondestructive examinations, i.e., if repairs were required, this should be identified including extent of repairs and description of defects encountered during repair, if known.

The 1968 Edition of the ASME Code,Section III, applied to the fabrication and installation of containment penetration assemblies.

Attachment I describes the types of nondestructive examinations specified to be performed during construction.
- c. delineated pipe size and material type.
The use of backing bars (rings) was allowed.
The attached drawing used in conjunction with Attachment 2 indicates the typ]es of welds used.
d.
A search of on-site records revealed that the results of nondestructive examinations performed on these welds are not available at the plant site.
3 For those facilities committed during construction to perform volumetric examination of such penetrations dirough SAR commitments which have not performed radiography, justify not performing radiography or submit plans and schedules for performing radiographic examinations.
Response: This item is not applicable to Vermont Yankee.

Weld Joint
- Examination Requirements 1 2 and 4 7 Longitudinal seams fully radiographed.
3 Ultrasonic Testing and MT or PT 5 and 6 Longitudinal seams fully radiographed and examined by either the magnetic particle or liquid penetrant method. All other examination shall be made per the requirements of the design specification for the associated process pipe.
A and B Fully radiographed.
Closure welds for which radiography is impractical may be examined by either a magnetic particle or a liquid penetrant method on the root and final weld surface in lieu of radiography.
Permanent backing rings may be used provided the requirements of N-415 ASME III are satisfied.
C Examination by either a mangetic particle or liquid penetrant method. Permantnt backing rings may be used.
D and E Fully radiographed and examined by a liquid penetrant or a magnetic particle method.
Permanent backing rings are not permitted.
F K G L Examined by a liquid penetrant.
N 9 10 12 13 No requirements 11 PT longitudinal seam
