Dear Mr. Grier:
NRC INSPECTION REPORTS 50-354/80-02 AND 50-355/80-02 NO. 1 AND 2 UNITS HOPE CREEK GENERATING STATION We responded to the report of your inspection conducted on February 4-29, 1980 on April 28, 1980..That response addressed the violations noted in Appendix A, " Notice of Violation" but did not respond to Items 4(1) and 4(.2) on page six of the subject report.
The following corrective actions have been taken relative to the two questions:
Item 4(1):
What assurance is there that the torus spray header piping, already installed does not contain foreign matter that could render the piping system inoperative?
Response
Only ten welded joints of Unit 1 torus spray header piping have been connected onsite.
Interline cleanliness was verified by the Schneider site QA manager during welding operations, and documented on Schneider-ASME weld data sheets for torus spray header piping.
Item 4(2):
Based on the obvious lack of surveillance by QC/QA, are there sufficient QC/QA personnel to perform an effective QC/QA program?
Response
The lack of QC/QA surveillance by Schneider, Ire., has been corrected.
Schneider has hired a quality control inspector (Level II) to perform surveillance activities onsite in addition to their site QA manager.
