Mr. James G. Keppler ULNRC-362 Director, Region III office of Inspection and Enforcement U. S. Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 Docket Nos. 50-483 50-486
Dear Mr. Keppler:
EXAMINATION OF CONTAINMENT LINER PENETRATION WELDS
Reference:
NRC IE Bulletin No. 80-08 dated April 7, 1980
Enclosures:
- 1. Appendix D, Specification No. 10466-M-203
- 2. Appendix E, Flued Head Data
- 3. Callaway 1, Penetration Data The above referenced NRC Bulletin identified in-stances where certain non-destructive examinations performed on containment penetration welds at other plants did not satisfy the applicable ASME Boiler and Pressure Vessel Code requirements.
The problems relate to use of ultrasonic in-spections of flued head piping penetration welds which utilized backing bars.
The NRC indicated that radiography has proven to be more meaningful and practical for identifica-tion of defects involving slag and lack-of-fusion for instances where backing bars are used.
The Callaway Units 1 and 2 (SNUPPS) design uses the flued head for penetration connections.
The design utilize:
a full penetration butt weld between penetration sleeve and flued head of the process pipe as illustrated in Figure NE 1120-1, Winter 1975 Addenda to the 1974 edition of the ASME Boilir and Pressure Vessel Code, referenced in the NRC Bulletin.
-The applicable ASME Boiler and Pressure Vessel Code for Callaway is the 1974 edition up to and including the Summer 1975 Addenda.
Radiographic examinations are being performed in accordance with the code.
JUL 3 1980 8007220)qg
t.
Enclosures 1 and 2 supply appendices "D" and "E" of Bechtel Power Corporation Specification 10466-M-203.
These appendices provide the type of weld joint and other details regarding pipe material, size, etc., for all flued head penetration assemblies at the Callaway Plant.
Backing bars or rings are precluded from use with these types of welds. details the present status of examination and in-process repairs for Callaway, Unit 1.
Description of defects and extents of repaired areas are also included.
Completion of work in process is expected within four to six months.
All related Cocumentation will be available at the jobsite.
Welding of the containment boundary on Callaway Unit 2 has not been initiated.
Vefy truly yours, y'Q hvh>
