This refers to your November 29, 1979 request for route approval involving the shipment of spent fuel from your site in Tuxedo, New York to Savannah River reprocessing site in South Carolina.
We have determined that the review of licensee route approval requests is subject to the Commission's license fee schedule in 10 CFR 170.
For materials licenses, fees for the review of route approval requests will be assessed under Category 13 of Section 170.31, as special projects.
In accordance with Footnote 8 of Section 170.31, the charge for the review would be determined by the Comission based on the professional manpower required to conduct the review.
In determining the fee to be charged, only actual staff time expended in the review of the route request is used to calculate the fee; the route (field) survey conducted by the NRC staff is excluded from fee computation.
The review of your request for route approval was completed March 3,1980 (copy enclosed). The cost of the review amounted to $1,140 (30 man-hrs. 0
$38/ man-hr. ). We have notified the NRC Office of the Controller to issue your Company an invoice for the fee.
We apologize for the delay in notifying you of the fee requirement for route approval reviews.
