This refers to your December 5,1979 request for route approval for the shipment of spent fuel assemblies from the Lynchburg Research Center to Duke's Oconee Nuclear Power Station.
We have determined that the review of licensee route approval requests is subject to the Commission's license fee schedule in 10 CFR 170. For materials licenses, fees for the review of route approval requests will be ascessed under Category 13 of Section 170.31, as special projects.
In accordance with Footnote 8 of Section 170.31, the charge for the review would be determined by the Commission based on the professidnal manpower required to conduct the review. In detennining the fee to be charged, only actual staff time expended in the review of the route request is used to calculate the fee; the route (field) survey conducted by the NRC staff is excluded from fee computation.
The review of your request for route approval was completed March 12, 1980 (copy enclosed). The cost of the review amounted to $817 (21.5 man-hrs. 0
$38/ man-hr.). We have notified the NRC Office of the Controller to issue your Company an invoice for the fee.
