Dear Ms. Patterson:
This is in reply to your letter of February 28, 1980, to President Carter about the Phipps Bend Nuclear Plant.
The subject of radiation exposures to people near the Phipps Bend plant was considered in the Environmental Statement prepared before the construction

permit for the plant was issued.
It was concluded that there would be no measurable radiological impact on people from routine operation of the plant.
It was also concluded that realistically estimated radiological consequences of accidents considered in the design of the plant would result in exposures of an assumed individual at the site boundary within permissible limits.
In most cases, exposures would be much smaller than those from naturally occurr-ing radioactivity.
These matters will be considered again before an operating license is issued.
Even for the Three Mile Island accident, the President's Commission stated:
" Based on our investigation of the health effects of the accident, we conclude that in spite of serious damage to the plant, most of the radiation was con-tained and the actual release will have a negligible effect on the physical health of individuals.
The major health effect of the accident was found to be c. ental stress." Every effort is being made to prevent accidents like Three Mile Island and to protect the public health and safety at all nuclear power plants currently operating or that may start operating in the future.
