Dear Mr. Keppler:

This letter is in response to IE Bulletin 79-03, Revisior. 1, dated April 4, 1980 (Log No. 1-340), as applicable to Davis-Besse Nuclear Power Station Unit No.

1.

The following are Toledo Edison's responses to items No.

1, 2 and 3:

" Determine whether SA-312 or A-312, Type 300 Series fusion welded pipe is in use or planned for use in safety-related systems sub-ject to design stresses greater than 85 percent of the Code allow-able stresses. For the purpose of this check the actual wall thickness of the piping products will be considered adequate if the Code requirements for pressure design of the piping products are satisfied using 85 percent of the maximum allowable stress at the design temperature."

Response: Six piping classes which specify seam welded SA-312 or A-312, Type 300 Series pipe in safety related systems were identified.

For these six piping classes the maximum allowable pressure was calculated using equation (4) NC-3641.1 of the ASME Boiler and Pressure Vessel Code,Section III (1977 Edition). These calculations included both a 12.5% wall thickness reduction for fabrication tolerance, and an upper stress limit of 85%

of the Code allowable value. The calculated maximum allowable pressure was then compared with the maximum design conditions for each of the affected piping classes, and in all cases exceeded the maximum design pressure.

Therefore, it is concluded LLat all SA-312 piping com-ponents used in safety related appli' cations have adequate wall thickness as defined by this bulletin.

"For those piping components using greater than 85 percent of the allowable stresses identify the application of the piping _includ-ing the system, pipe location, pipe size, pipe configuration (elbow, tee), design pressure /tr$1;?rature requirements and the manufacturer."

Response: Referring to the response of Item 1, there are no applicable piping components with design pressure stresses greater than 85% of the Code allowable values.

"For those facilities under construction anc where access permits, the ends of all safety-related SA-312 and A-312 fusion welds should be etched to determine if CLP exists.

Identify the manu-facturer and the degree of CLP as a percentage of the pipe wall thickness."
